En mars 2018, la production dans le secteur de la construction avait reculé de 0,2 % dans la zone euro et de 0,8% dans l’UE28. En avril 2018 par rapport à avril 2017, la production dans le secteur de la construction a augmenté de 1,8% dans la zone euro et de 0,9% dans l’UE28."

"An ambitious political agreement on increasing renewable energy use in Europe was reached today between negotiators from the Commission, the European Parliament and the Council. Today’s deal means that two out of the 8 legislative proposals in the Clean Energy for All Europeans package (adopted by the European Commission on 30 November 2016) have been already agreed by the co-legislators. On 14 May, the first element of the package, the Energy Performance in Buildings Directive, was adopted. Thus, progress and momentum towards completing the Energy Union is well under way and the work started by the Juncker Commission, under the priority “a resilient Energy Union and a forward-looking climate change policy" is delivering its promises."

environment and energy efficient building Technology Platform (ECTP). The 7th edition of EeB PPP Project Review has been published. Every year, this publication presents the progress of a portfolio of European research projects aiming at developing new technologies for energy efficient buildings. The 2018 edition presents 110 projects co-funded within the EeB PPP under the 7th Framework Programme (FP7) from 2010 to 2013 and 58 projects co-funded under Horizon 2020 programme between 2014 and 2017. Distributed into 7 technology clusters defined according to the construction related research and innovation value chain from the EeB PPP Roadmap (Design, Technology Building Blocks, Advanced Materials and Nanotechnology, Construction process, Energy performance monitoring & management, ICT and BIM), the 168 research projects featured in this brochure illustrate the diverse innovation approaches and the importance of embracing all aspects of the building and construction sector.

It is estimated that more than 70% of the detached single-family houses in Poland (3.6 million) have no, or inadequate, thermal insulation. Heating technology is outdated and the most frequently used fuel is coal, burned in old coal-fired boilers, largely contributing to air pollution. Only 1% of all houses in Poland can be considered as energy efficient and were mainly built in the last few years. The main objective of the briefing is to present possible nZEB requirements for renovation of single family houses in Poland. In the briefing, the need to accelerate the cost-effective renovation of existing buildings in Poland is highlighted as the easiest and fastest way of gaining energy savings.

Poland is the biggest beneficiary of EU funds under the 2014-2020 Multiannual Financial Framework (MFF), receiving up to around €80 billion from the Cohesion Policy budget. Only 2.8% of this funding is dedicated to energy efficiency in buildings. At the same time, low energy performance of existing buildings (especially single-family houses) and use of old coal fired boilers causes significant air pollution. Poland has some of the worst air quality in Europe, with 33 of the continent’s 50 most polluted cities, according to a World Health Organization (WHO) report.

The UN Environment Programme (UN Environment) is supporting the Belgrade public authorities to improve energy efficiency of buildings and associated energy systems, as part of its role in the Building Efficiency Accelerator (BEA) and District Energy in Cities (DES) Initiative under the Sustainable Energy for all (SE4ALL) Initiative. To support this undertaking, this report by BPIE outlines the renovation potential and approaches to increasing renovation activities in Belgrade. Gas dependency is a concern for Serbia, with 71% of gas used imported. Buildings are one of the biggest consumers of energy, particularly for heating and cooling, and district heating is, to a large extent, supplied by gas. Therefore, renovation of buildings to reduce the demand for gas is crucial for energy security. There are also employment benefits to be gained from an accelerated renovation programme, which would provide a welcome boost to the Serbian economy. Using the available data, BPIE estimates the potential for renovation in Belgrade under three different scenarios, ranging from low/minor renovation to deep renovation, and considers a scenario focusing on renovating buildings connected to district heating system. In the conclusions of the report, BPIE proposes five recommendations : Renovate public buildings as a first step - Tackle buildings supplied by district heating - Build capacity to tap into available existing funding streams - Ensure quality and build up skills in the supply chain - Raise awareness of the benefits of energy efficiency.
