Pour mieux en saisir les enjeux et en interpréter les résultats, il est nécessaire de revenir sur le contexte plus large dans lequel ce sommet s’inscrit et sur la séquence – encore très incertaine mais aux enjeux importants – qui s’étend d’ici la fin 2021, et dont il peut être vu comme l’ouverture.
